They follow the same structure of trying to get funding for a spectacular show and all have a gold digger plot narrative. Yet, they are not the same characters from film to film. The "Shadow Waltz" is gorgeous with all of the chorus girls in one of the best Art Deco dresses ever dreamed, as they play their neon violins... drifting on one very beautiful cloud. But I love your line about the Depression being the protagonist of the movie--for that reason alone, I'm curious to see it again. As for the "Pettin' in the Park" number, it is indeed interesting to see just how racy filmmakers were prior to the Hays Code.
